I don't think so. I think there may be a reduced rate for children around 12 and under, and then a very slightly reduced rate for students (including college students) who have a valid International Student Identity Card. I found that the ISIC card was only useful in some attractions -- the educational ones, like art galleries, Vatican Museum, that kind of thing, but not all of them. Ruins or other sights, no discount. I think there is also a "youth card" for anyone under 26, that gives similar discounts as the ISIC (but not as widely accepted). Regardless, I don't think the discount is as low as half price.

How and/or where do you get these International student I.D. cards?

Dave, check out the website www.counciltravel.com. I believe it lists local Council Travel agencies where you can get the ISIC (for students under 26) and how to get one. It also has offered discounts around the world, etc. They cost $20 and I just got mine last week. It took 5 minutes.
