For cheapplaces to stay they should look at hostels (but do check them out carefully) or convents (if they don;t mind the curfews). If you mean cheaper than that I think they'll be on park benches. Theyshould look at some student guides and web sites - to get more in-depth advice than most people here can give. Suggest: Let's Go guides and thorn tree forum at lonelyplanet.

How long will they be in each place? If they plan to stay put a few days, apartments might work out cheaper as they could eat in.
In Venice, Santa Fosca is really cheap, but has a 12:30 curfew.

Here's a link about convents in Venice.

I think they've waited a bit late to book as the best discount places book up early. It's usually cheaper to stay outside the main cities.

I don't know what the budget is, but I can recommend a place for Venice that is extremely budget friendly. Vanessa House is in Martellago, which is a town outside of Venice. You can take the train in every day--it's one stop and 1 Euro fare.
Here's the website:

The owners, Elena and Moreno, are charming and very hospitable. They will take you to the train station and pick you up. Elena makes great breakfasts and home made cakes every morning. The rooms are enormous, and the bathrooms are very modern. 2 girls would have no trouble sharing a room if that's their plan.
We've been there twice as it's such a great option for seeing Venice.
Happy travels,
LisaG

Thanks for all the advice
They have chosen to book at Casa Gerotto Calderan in Carneggio, Venice- its just 5 minutes from the train station and has had great reviews. And for $36 it fits their budget.
Vanessa House looks gorgeous but is a bit far for their liking and is budget friendly- but not student budget friendly- haha!
they are now looking for somewhere to stay in Rome for 6 nights- and were hoping to find somewhere for round about 30$ whether its sharing large dorms or camping- but where hoping to be as close to the centre as possible.
any further advice would be greatly appreciated
Thanks in advance
