Travel in Belgium by Rail and Bus

I'm beginning my research for a 3 week trip to Belgium in September 2016. I am hoping to visit Brussels, Bruge, Ghent, Antwerp, Mons, Charleroi, Leuven, Namur, Ypres, Kortnijk, Bastogne and Durbuy. Am I too ambitious? Any suggestions for 2 -3 base cities?

While I know renting a car is more efficient, we really prefer traveling in Europe by train and bus and have a few questions about the Belgian Rail pass:

We are 65 and US citizens. Are we eligible for the Senior pass or must we be EU? If eligible, can we purchase when arriving in Belgium or must we buy a month in advance?

Again, if we buy a Belgian Rail Pass (71 euro for 10 trips) must we buy before leaving the US?

If we purchase a Key card, what is the definition of a short trip? validity area?

How does bus travel compare to trains?

Thanks for your advice and we look forward to an amazing time in Belgium.
