I was mistaken, our flight lands at 3:30 in pisa from Amsterdam. I have found a few drivers to take us from pisa to CT but they are looking for fares around 200+ euros. Seems high given some of the posts I read with all day tours at 350. Thoughts?

CT is a short hop on the train from Genoa.

2 EUR/km is a fair price. In Switzerland it would cost the double or more. Even in some poor Easter European countries you would still have to pay 1 EUR/km. If your hotel is far away from Vernazza, you may also go by train up to La Spezia and board your taxi there.

Pisa's airport now has a fast people mover to Pisa Centrale train station which has frequent regional trains to La Spezia and onto the Cinque Terre (often involving a simple change of trains to the 5 Terre milk shuttle train to all five villages). Cost for regional trains is dirt cheap and you can always get on them - no seat reservations even possible.
