Do we know if Americans coming from the United States are able to travel to Barcelona, Spain?

Right now? I doubt it. Unless you're a resident returning home I think the borders are still closed.

You aren't allowed to go anywhere in Europe just for tourism, except Albania. Or Turkey if you consider that Europe.

You can go to Ireland/UK with quarantine restrictions after arrival for some time, then testing I think.

Do you ever watch the regular news or read a newspaper like the NYT? They all have been reporting on the surge of cases in Europe and new lockdowns in some countries, for example,
