So how is an American not familiar with the nitty-gritty of such offers expected to know about that - is it a special offer that expires - what do you mean by special - sounds temporary. Is it on www.bahn.de?

Curious as to where one would stumble onto that special offer?

I see on www.bahn.de the 19 euro fare Dresden to Wroclaw so I answer my own question - but it is only on the 8:50 a.m. train and not on others - so it has to comport with the person's travel timetable. Other fares - full fare are only about 45-60 euros.

No idea where it is on the English version of bahn.de, but here's the link in German:

This regional offer doesn't sell out and is valid on any trains on the direct route Dresden-Wroclaw (through Görlitz). The saver fare 19 Euro is only valid if at least one fast train is involved, so only on detour via Cottbus, which takes in the end longer.

Since the offer I mentioned doesn't sell out, a traveller can just walk up to the ticket counter in Dresden and buy it. Or buy it from a ticket machine in Dresden.

That's great but without ingo telling us that how would one find out without speaking the Deutsch?
