Time needed to go through customs/baggage in Rome (FCO) airport?

We are flying on United airlines from Chicago to Rome (through Munich). Our end destination is Palermo, Sicily. Our flight from Rome to Palermo will be booked through Alitalia. I understand we have to claim our baggage and go through customs in Rome, and then will recheck the bags to Palermo. How much time should we allow between flights? Our flight from Munich lands at 13:15 p.m. The options for flights from Rome to Palermo are 15:25, 16:05 or 17:20. Do we need more than 3 hours to go through customs, re-check and board the Sicily flight?
