Short term apartment rentals are generally all illegal in Paris. Therefore, they are unregulated and uninspected. So there many, many people who cheaply rent either their apartments or sublet unbeknownst to the owner. Because they are illegal the vast majority of them do not pay any proper taxes. They are not fire safety inspected, no smoke alarms, etc.

Yes, thousands of people rent apartments. I've done it once but prefer hotels.

Just make sure you have a good idea of what type of apartment you are renting. I wouldn't want to be on too high of a floor in case the elevator breaks down. Oh, and I don't know if you know that they call the 1st Floor what we Americans call the 2nd Floor. So, if the apartment is on the 3rd Fl that means 4th Fl. Make sure the apt has a lot of reviews and google the name / address of the apartment and the name of the owner. Just to be safe as there are many scams and some unsavory people who take advantage of novice visitors. And I would not wire transfer money for payment. If something goes wrong you can't dispute it like you can with a credit card. It takes a lot of research and due diligence to rent an apt in Paris.
