Strollers for Rome and Paris?

We are taking our then 20 month old twins to Europe in September and are debating strollers. We are doing a 10 night cruise to Greece and Turkey and then renting an apartment in Rome for 5 days and then Paris for another 5 days before flying home to Canada. We are completely on the fence on wether we should bring our umbrella strollers. They're not cheap strollers, they have big thick wheels so I'm not worried about cobblestones but I am worried about them being a PITA. We just got back a few weeks ago from a family trip to the Carribean and the strollers drove me crazy with getting them through security, onto and off planes, up and down stairs....hence why we're debating bringing them on the next trip. Our children wearnt walking yet for this last trip but I'm hoping by then we can combine them walking and using our tula toddler carriers and avoid the strollers. Anyone travel with toddlers under 2 have any insight?
