I used my USD loaded card easily in the UK this spring.
At three separate locations in fact.

Was not able to use my USD loaded card in Europe.
If Starbucks can do the USD>GBP conversion, it's hard to
understand why USD>Euro is a problem.

Lots of people here in Basel have Starbucks cards. Also, takeaway coffees (SB and other brands) do not seem out of the ordinary here -- I see plenty of them around. And they seem to be just as popular with the locals as with the expat and NA tourist crowds. Either that or a surprising number of tourists carrying takeaway coffees speak fluent Swiss German...
