Slovenia/Northern Croatia in mid-August - hotel and other advice?

Definitely NOT Opatija IMHO!
I think most people will recommend Rovinj, but I think either Porec or Rovinj would make a good base. I enjoyed both, though for somewhat different reasons. FWIW, Rovinj felt more tourist-y to me.

If you decide to stay in Rovinj, note that parking is limited and you have to pay, so try to rent some accommodation with a parking spot. It is not terribly difficult to drive around there, but the parking meters go from something like 7 AM to 11 PM. I think you can get reduced daily rates at some travel agencies... and there is a tiny bit of free parking about a 10 minute walk from the bus station - you probably don't want to deal with that every day.
I love Rovinj but I have only been in May when it is not too crazy busy. I know that June 15 - Sept. 15 it is a lot different.
As for Bled and Bohinj I was at both last July and both were quite busy, in fact the Bled castle was so packed with tour buses I thought I was going to go insane.. just way too many people for me. Bohinj was pretty chill compared to that. I did love our night we stayed here:

Just a totally funky and neat place. We ate a picnic in a gazebo surrounded by mosquito netting. I'd go back to Bled to stay there, but I wouldn't go back to the castle.

We defintely did not have to deal with an hourly meter in Rovinj; our parking was a reduced price, for 4 days/nights - talk to your hotel, I think we got a "long stay" voucher from them.
At least part of the town in pedestrians only, but it was only a short walk to the parking lot; I don't remember if there was a town shuttle or not, we never used one.
