Slovenia and Croatia in January (Solo)

Hi, my friend would like to have a solo trip to Slovenia and Zagreb, Croatia in January. She will be flying to Ljubljana Airport and leaving Slovenia from the same airport because the flight from Croatia is too expensive. She is wondering how many days is enough in Slovenia since she wants to visit Zagreb as well. She can spend 9 days or maximum 16 days covering both countries. She can't drive so she has to use the public transport all the time. Considering it is during winter, any advice such as must/feasible places to visit and safety tips for a female solo traveler is very much appreciated!
