I went to Kitzbuhel(Spelling?) when I was 16 and loved it.I had only skied 2 times before, and took group lessons there for a few days. Check it out.

A friend who is a very good skier says that Kitzbuhl is ok. He has been there.
I trust his judgement because he is a ski patrol type on Mt. Hood, Oregon. And he does outdoor schools as an instructor.
I am in Switzerland now but two days ago I was skiing in Austria, in St. Anton am Arlberg. It is quiet a big place, it has many slopes and I think it is a high place. I would recommend it for a beginner. If you want a place to stay, I know a verz cozy place in Pettneu am Arlberg, verz near st. anton. the address is Brunnenhof 132, but sorry I dont have the tel number.
