Anyone know a convenient place to purchase a SIM card in or close to either the Toulouse airport or train station?

Don't knwo about the airport, but in general there are a lot of phone-stores in the city (including shops from Orange, France telecom etc).
One of the larger European chains which selles phone-products is The Phone House. The have several shops in Toulouse. See the map: http://tinyurl.com/3eyl7e

By clicking on the zoom '-' button you can make the search-area larger. By then choosing 'magasins' from the pull-down-menu 'Selectionez' you can see all the stores in the Toulouse-area.
