Yes, I think it's safe to assume that, but presumably you will be able to double-check the authenticity of the registration number on the official list of legal apartments, and personally I would do that.

There has been no mention of an actual date in September when the new law goes into effect, but the hotel lobby is pushing for sooner rather than later.
There is a mechanism already in place which will block apartments from being listed on the internet until the owner acquires the registration number issued by the city.
There will not be a formal list of legal apartments issued by the City of Paris.

That's pretty much useless. It only identifies the building's address, not the apartment which is legal.
To identify the legal apartment at a given address, you need to use the Postal System's identifications - name the building by number or letter, the stairway by number or letter, the floor the apartment is located on, and precisely where the door is located on the landing.

Have 2 picked out with ParisPerfect and 2 picked out with AlaCarte Paris & 1 with Paris for Rent.
Waiting to hear tomorrow if we will get our $600 deposit back from Paris Address. They have offered 4 apt.'s in replacement but none are to the same standards as Orleans26, our original apt.
If anyone has any comments on the 3 services above we'd love to hear them.
Otherwise it's on to hotels.
Since it will be my birthday and we chose to stay again at orleans26, we are highly disappointed. Actually it was one of the reasons we were going back to Paris, that apt. Was so great.

I hav rented from both Paris Perfect and A La Carte Paris. In both cases the apartments were exactly as advertised. However, we had a major plumbing problem in the PP apartment that was not our fault and which the company handled terribly. Which explains why we rented from ALC Paris.

TPAYT - if you are visiting in early September, you might be able to get in under the wire before the law goes into effect - but there are no guarantees, since no date has been set.
This news will come as a rude shock to many people, unfortunately.
But these changes have been in the works for several years, and are a reaction to issues that the government has decided are crucial.
It was nice while it lasted, but renting short-term apartments will be a very limited option in the future in Paris - and in many other large cities, as well.

Same people, same comments from some including me and it seems like a great step in the right direction to solve the short term rental problem.
Airbnb has been collection the city tax since last October 1st, 2015 and now it seems like they will be responsibility for ensuring they advertise legal rentals.
Hopefully this contraversary over the last number of years will finally be put to rest.

iris - I don't think this controversy will be put to rest very easily, since a large number of corporations and individuals have a lot of money invested in short-term rentals, and will be fighting to find a way to keep the income flowing.
AirBnB has shown a remarkable ability to convince customers that it is both following the law, while flouting it at the same time. It is extremely difficult to discover any factual information about this company.
Someone who has been interested in purchasing a vacation rental in Paris sent me listings for "furnished, turn-key rentals with guaranteed income of ______EU/month". She wanted to know how the real estate agency could guarantee that these would be legal rentals.
Unfortunately, real estate agencies are interested in making a sale. They have no legal responsibility to assure whether an apartment will be "legal" under the current laws.
Anyone who is interested in purchasing a vacation rental in Paris should consult an attorney who deals exclusively in real estate transactions.

As I read through the threads, some of the confusion on regulation might be clearer if we were to say that it encompasses two broad categories of legal apartment rentals:
1. Those of owners´ renting their principal residences for a period not to exceed 120 days annually.
2. Those which have received authorization from the city to operate 360 days a year.
These new rules apply to both types of rentals and the requirements only augment laws previously established.
Apartments which have been given authorization by the city to operate without time constraint and which are not someone´s principal residence, group #2, are those listed on the city´s website as posted above by MmePerdu. There are currently only 107 apartments so approved. Approval is given to these units only after an owner has created long-term rental space equal to, and in some cases double, the size of the apartment approved for short term rental.
The list itself is not a definitive tool for finding legal apartments. It should be noted that apartments in Paris obviously have street addresses but they do not necessarily have apartment numbers, at least I have never seen an apartment with a number. Apartments are identified by the owners name. To be able to pinpoint a specific apartment within a building listed on the mayor´s website, one would need the name of its owner. Rental companies do not typically give you the name of the individual owning the apartment you rent.
Rather than a tool to find a legal apartment, the mayor´s list is useful for confirming that an apartment which interests you is not legal.
I would approach any rental with caution if its address is not found on the mayor´s website or if it is obviously not someone´s primary residence.

I don't know about your apartment, but the primary residence I live in doesn't look anything like the majority of apartments listed on the internet. Most of them look like frequently-used hotel rooms with a few cute tchotckes in the kitchen.
My primary residence wouldn't come close to that, even if I hired a cleaning squad and could find places to hide my paperwork, laundry and all the other stuff lying around here.
How can anyone tell for certain that the calendars are not falsified? AirBnB actually encourages clients to be careful about this.

Also, personally I wouldn't mind staying in an "illegal apartment". It's not like I'm smuggling drugs to France. I'm only renting a bed.

I think it is fairly obvious if some place is a primary residence or not, also. Because it is full of the owners' stuff, that's mainly how you can tell. I have rented several apts in Paris and two WERE full of the owners stuff and the owner did live there most of the time. They just cleared out part of one cupboard or closet for the renters. The other one had no personal belongings in it, you could tell by the photos and description and in fact, it was illegal I imagine now (and has now disappeared from they agency's website, that agency run by Thierry people like, Guest something). Even at the time, before this new ALUR law, the owner told me not to let any neighbors know who I was and that I was just a vacation renter.
I have seen numerous people on Fodors say they exactly WANT an apt that has no owner living in it because they don't want anybody else's stuff in it. I think that's what you get with Paris Perfect, for one.

For the record, regarding host calendars on Airbnb, it's not possible to "falsify" one's Airbnb bookings calendar. The calendar for each listing is managed by the site, nights are blocked off when there's a booking. Hosts can also block off nights themselves when, for instance, they'll be away or have their own guests. But the nights booked through site are there when the room is booked so if the point is that a host might have Airbnb bookings and remove the evidence is simply not possible.
