I know there are limitations with free and $3 a month is peanuts, and I'm not trying to steer OP in one way or another if she has her preferences... I'm just genuinely curious.
OP says she will only blog twice a year, she's not tech savvy and wants something simple and low cost. Which is why many of us directed her to something that is free to begin with, and has existing templates to work from. Going with a paid host means more custom effort in addition to $$. Of course it has flexibility but that negates the simplicity she was looking for from her original post.

I've used 'Find Penguins' a few times. Read about it on a Fodor's post on a Saturday afternoon and was using it on holiday the following day, so it's pretty simple to use and free. I much prefer it to Wordpress which I don't really get on with at all. I use both primarily on a phone. The only thing I don't like as much as Wordpress is that each 'footprint' allows you up to 6 photos, which is fine, but I like to write a bit and then put the relevant photo immediately under and then write again. Find Penguins puts all the photos after the writing. I get round it by having lots of footprints.

I appreciate the on-going discussion. I spent today exploring blogger a bit. My original thought was to have something not too expensive (although I am willing to pay something) and not too complicated for my first blog hosting experience. My need at the moment is really to send travel journals and pics home to friends and family. I'm also mindful that I might want to expand my bogging presence at some time in the future. Wordpress seems to make that fairly easy from what I understand.

I think its great that you are willing to share your travel experiences.
However, since you dont intend to post often, I would suggest you reach out to a travel site that already has an audience and ask if you can host your stories on them. That way you dont have to pay to set your site up or worry about maintaining it.
You could reach out to sites like Timbu for starters.

You can create a travel website using the hPage.com website builder. It's a no-frills website where you don't need to learn code or other technical stuff. Template designs are minimalistic as well so you can focus more on the content of your pages. File hosting is also included already so you don't need to get domain, hosting, file hosting from different providers.
