This has nothing to do with not trusting the people wotking at the airport but there are different levels of security depending on the destination. I think that mainly flights bound for the USA and UK demand additional checks.
That means that in Frankfurt, you go directly to the gates for flights to the USA which have their own security measures. In other cases, you pass a standard security check. Depending on the destination, you might then need to pass another check or you just board your plane.
I witnessed it last October when people going to the UK were forced to pass another full security check and throw away their bottled water while at my check-in at the neighbouring gate (going to Spain) we had no restrictions with our hand luggage. I asked some colleagues from UK who travel a lot and they told me that it’s quite common for them at various airports to pass a second security check, especially at smaller airports often conducted by the same people who did the first one.

I don't. Especially when none of this has to do with passenger safety. It has to do with FEAR MONGERING WITH NO BASIS IN REALITY WHATSOEVER.
