Um, London and Dublin are not comparable. Not close. Good gosh.
(Thinking every Irish or English without love for the other would plotz at that equivalency - Flanneruk would pop a vein).
London is one of the great cities of the world (as is Rome). Dublin is the largest city in Ireland. In terms of size, Dublin is equivalent to Naples. But it has less for tourists than smaller cities like Prague, Budapest, Edinburgh, Krakow, . . .

To be honest, London is not a place that you can really miss out on. Other English cities have some great sights too, but London is the heart of the country and world renowned.
The nature of Scotland is also something that is fantastic to see and hard to leave out! I think it's possible to do both, just plan a careful route starting in London and working your way North (Or visa versa)

Fine, except there is no train from LHR to Bath. It is either in to London then turn around and head all the way back west to Bath - or bus to Reading, transfer from bus to train station, and train to Bath. Much easier to just hop on the express coach at LHR and get off in central Bath.

If you stick to trains you could get yourself one of those passes and use the cities you want to visit as a base.
From London you get make day trips to Canterbury, Norwich, Winchester or maybe even Ely, Cambridge or Lincoln.
Based in York you can visit the town itself and Durham and from Edinburgh you can easily visit Stirling, the Fife coast and places like Dunbar, Dunfermline and North Berwick (Tantallon Castle).
Dalmeny is a nice little jaunt, see the Forth rail bridge from below.
Not saying you do all this in a fortnight but the options are there.
