Worth summarizing here... without plagiarizing precisely:

1. Online check-in will eliminate the need to stand in a queue at the airport for many/most passengers (note: non-residents... get thee to an internet cafe in the 24 hrs prior to flying).

2. Increased baggage weight limits of up to 10 kg carry-on and up to 20 kg checked before excess baggage weight surcharges are applied.

3. A 10% across the board reduction in all fares, equal to 2.50 GBP or 3.50 euro, which...

4. Will offset a checked-bag charge, per bag of 2.50 GBP or 3.50 euro - - Ryanair says that 99% of all its passengers fly with 0 or 1 checked bag, thus carry-on only passengers will enjoy new savings (and higher wt limits on their carry-on), and 1-checked-bag passengers will pay no increase (the fare reduction offsets the checked bag fee) and enjoy a new higher weight limit.

I consider this great news. And the ability to travel on Ryanair with 66 pounds before incurring a surcharge means a lot more freedom to travel with purchased wine or other acquisitions that can drive up the weight of baggage.
