We were just in Rome and Florence with our 2 young sons age 6 and 7. The museums don't have any discounts for children as I was told only if you are citiziens of the EU. So in most museums, we have to buy full tickets for our boys but at couple of them, the ticket person only ask us to buy 3 tickets instead of the 4 and the person checked tickets at the door didn't care. Same thing with the train, some ticket people asked us to buy 4 and some said 3 are enough and one person even let us buy only 2 tickets. For the long train ride between Rome and Florence, I only bought 3 tickets and had my youngest son sit on my lap and the conductor didn't say anything. So the bottom line is, there is no official discounts for children from non-EU countries but you can probably get away from buying the tickets for young children if the ticket person don't care about that or if she/he loves children :)
