Rome: Rarely Open Underground & Closed-off Site Tours
You'll have to do your homework to visit these sites though.
Use "google" and a language translator website for info.
And if there is a guided tour it will be in Italian.

I needed to get the URL which I misplaced for my trip next month, so I did a search here.
I just thought I'd top it for anyone interested.
Also the Forum Tourist Office also has some these type of closed-site tours you can book.
This tourist office is across the street from the Roman Forum entrance on Via D. Fori Imperial and walking towards the Colosseum. So cross the street, turn right and it's on the left in ~80m. Also has a snackbar, guidebooks, giftshop and a w.c.
