saintpetersbasilica.org/Info/Christmas/ChristmasCard-13.htm

Rome will be the most festive so head there.

Will be chock a block best deals Intecontinental Ville

Spanish Steps bidding priceline.com $180/nt for me last

Venice will be less crowded nice though a bit colder.

Nice though.. have been there canals no cars magical

bauervenezia.com for me last from 4200 per nt otel.com

But Rome for best celebration for the religious.

I would choose Rome. There is much more to do and it is likely to be a bit warmer at that time of the year. My niece and her husband spent last Christmas in Rome and had a wonderful time.

I would agree that Rome is good choice with one caveat.

How long is this trip? If it's only 3 or 4 nights, then you might choose Venice instead (more easily seen in 3 or 4 nights) and go to Rome next time when you have 5 or 6 (or more) nights to stay.
