Budget depends on hotel, usually have paid $250.00 - $300.00, for european hotels. I do use tripadvisor, just looking for more suggestions.

We'll be staying at Residenza Antica Roma for 170E/double or twin. A block or two from Trevi Fountain... mostly good-to-glowing remarks on TA (nowhere gets a 'perfect'). Hope it turns out ok.

Albergo del Senato gets my vote. Location is its first appeal for me - in the same piazza as the Pantheon (amazing view from room 603) and relatively easy walking distance to most of the sights since it's so central. But also the room is lovely, the staff very friendly and helpful, a terrific breakfast, charming rooftop bar with great views. We love it so much we plant to return this August and can hardly wait!

I think we had the same room at the Senato! It has a terrace, right? But we paid 220 Euro last January; summer rates might be above the budget of the OP.

Ours had a tiny balcony - something you could stand on (if you didn't have a fear of heights) but nothing you could put a deck chair on.
As for the price, we've only been in August and with all its rave reviews we felt sure they had priced themselves out of our budget. They may not be keen to have it posted for the Fodor's world to see but our room is actually 3 euro less than our first stay in 2003, 192 euro vs 189. I've requested the same room but don't have confirmation that that's the case. But for all the other amenities, I'd gladly stay in any room at the Senato. Or at least I hope that's how I feel when I return! ;)

Yes..it was a tiny balcony, not a terrace. I think only one of us could sit out there in a chair. I think you got a great deal price-wise. I have only recently realized that summer is considered the low season in parts of Italy...this is true in Sicily (I just helped a friend plan a trip for early July) and now you got the great rate in summer as well! Did you find this price on their website? I would return to the Senato in a heartbeat and hope to do so one day!

We reserved the Senato through venere.com. Worked the first time; didn't hesitate to try it again this time.

But speaking of off-season pricing, have you been to eurocheapo.com? Can't remember how I found it, but we already had reservations for a hotel in Milan when I found it. As it turned out, I got the same hotel for 1/2 price through this site. I'm presuming it's for those empty rooms that are available for off-season.
