It's possible the apartment is a newer availability, which can speak to no reviews. You can contact the owner to see if they offer testimonials from previous tenants.
VRBO, which stands for Vacation Rentals by Owner, offers you access to the property's owner. It's less an agency and more a conduit. VRBO is owned by HomeAway and HomeAway offers a Rental Guarantee to its customers. It seems to be free but you have to register your trip with them. VRBO has been around since 1995. They seem to have many happy and loyal customers, owners and renters.
Less information is available for Under the Roman Sun since they are newer, operating since 2004. At least they list names of employees in "About Us" but who knows without a fair amount of word of mouth.
Renting an apartment abroad always comes with risks. Get the best guarantee you can, email the owner and ask a few simple questions, and make a decision. With fingers crossed, you might get lucky.
