Romantic Road or Moselle Valley - Strasbourg, Normandy and Brittany

We will be travelling to Germany and France for 3 weeks at the end of May, beginning of June. We will land in Frankfurt and fly home from Paris and will rent a car. I have some ideas, but would like some feedback.
We thought we'd start out by driving to Rothenburg and visit the towns along the Romantic Road for 4 nights. Plan B would be to drive to Koblenz area and do the Rhine Valley/Moselle Valley for 4 nights. Which area do you prefer?
We would then drive to Strasbourg and stay for 3 nights. That would be week 1. For the next 2 weeks we are thinking of driving to Normandy, with a stop along the way. (One night, perhaps Reims) What would be a good base for Normandy for 3 nights? Is Rouen too far for day trips? From there we are thinking Brittany, but not much further than Treburden - for 3 nights. Any suggestions for the last week, given that we would like a drive back to Paris of only 3 to 4 hours on the day before we leave? We prefer to stay more than 1 night in a town and do daytrips.
I haven't been on this board for a while, but in the past Fodorites have been extremely helpful.

You're going to spend a small fortune picking up the rental car in Germany and dropping it off in France.

And Rouen's a lovely town, but not an ideal base for the things most people want to visit in Normandy - but you haven't said what you want to see in Normandy, so it's hard to say.

A vote for the Moselle; it's beautiful and a little closer to Strasbourg.

Your Normandy questions are not quite clear. Rouen is a big city and would not make a great base for daytrips. It is, however, very interesting to visit.

Ditto - very high fees for drop off in a 2nd country.

Consider instead the VERY cheap train fares from Germany with DB. I see a 58€ (total, 2 adults) fare from Offenburg (near Strasbourg) to Paris on 6/1, just as an example. Here's the search page:


4 days is about right for the Rhine Mosel region. You can rent if you want for that but it's so close to FRA and the train transportation is so easy and cheap (daypasses) that it isn't necessary.
