Hi Carol,
The Hotel Del Senato, ask for a room with a view of the Pantheon.

Most romantic hotel in Rome -
Hotel de Russie between the Spanish Steps & Piazza del Poppolo its courtyard backs to the Villa Burguese & its gardens - understated chic wonderful romantic meals served in the courtyard - great location

The Russie is fantastic. I've had a drink in the courtyard a couple of times and watched candlelit diners on the hill enjoying the string quartet. Pricy, but worth it.

Wouldn't ANY hotel in Rome be "rome-antic" by definition?

To quote the Kingfish, "holy mackeral, Andy!" There are so many romantic hotels that it's almost impossible to find one that isn't. But it appears from your captalization that you believe there is a hotel named Romantic Hotel. If that's what you're seeking, I don't know of such a hotel. Perhaps someone else does.
