My two favorites (neither very expensive):
Fiascheteria Beltrame, on Via della Croce a couple of blocks from the Spanish Steps. Excellent Abbachio Scottadita (burn your fingers).
Pizzaria Remo in Testaccio. The best pizza above Napoli. To locate it ask anyone in the neighborhood.
Buon appetitto!
I've recommended the following so often in the past 3 months that I ought to own stock!
La Tartaruga,via del Monte della Farina 53, 06 686 9473, closed Mon.
Sept 01, I had dinner two nights in a row at the same restaurant--I've never done that anywhere before. The address is a small street that starts next to the church of St Andrea della Valle, immediately south of Corso Vittorio Emmanuelle, near the Pantheon/Piazza Navona area. What a great little restaurant! It is family-run, and the same family owns a farm in Tuscany where they produce their own olive oil and wine vinegar. All the food was outstanding on both nights (the second night I went with some new acquaintances) and as simple as it sounds, the mandarine (tangerine) sorbet was to die for. Cost for one, full meal plus wine and coffee, was about $45 and worth twice that.
Chloe, I would go back to any of the following restaurants in Rome:

Trattoria Pasqualino (Moderate)
Via SS. Quattro (betwn. Via Claudia & Via Ostilia by the Forum)
Roma, Italy
06/700-4576 phone
This little Trattoria was perfect. Located on a quiet little street not too far from the Forum I was impressed with how many locals frequented the place. Besides the fact that the meal was delicious the waiter took very good care of me and even gave me a complimentary chilled Limoncello in a frosted cordial glass at the end of my meal. This was my first experience in dining al fresco and I was absolutely hooked. Unfortunately, every Trattoria I ever dine at will (unfairly?) be compared to this one.

Nino (Moderate)
Via Borgognona 11 (right in the heart of the Spanish Steps shopping area)
Roma, Italy
06/679-5676 phone
A small bistro type place that attracts a nice, fashionable crowd without being chi-chi. I had a wonderful lunch here and ended up having a conversation with an elegant older couple sitting next to me. It was clear that they were regulars and their English was far better than my Italian. They seemed impressed that I would dine alone, but I certainly didnt feel uncomfortable and the waiter (once again) took very good care of me.

Dal Bolognese (Moderate)
Via degli Avignonesi, 22 (near Piazza del Popolo)
Roma, Italy
06/481-7538 phone
My Italian friends took me out to this place. A traditional Emilia-Romagna cuisine. I only wish I had gotten the name of the red wine that Marco ordered to go with the meal. Oddly enough it was chilled and was slightly effervescent/bubbly. It was so unique and I curse myself for not getting the label. Great people watching here.

I would highly recommend Cul De Sac - it's between Campo Di Fiori and Piazza Navona. Fabulous food, wine, etc. I ate there several times while I was in Rome last year for a month. Also, Jonathan's Angels is a great bar with interesting drinks/atmosphere (the bathroom is a must-see). It's off Piazza Navona (ask anybody in the Piazza and they can direct you). The little bar next to Jonathan's is owned by his (American) son and is smaller, quieter, and loaded with a wide variety of people. It's also fabulous and not as campy/touristy/student infested as the bars in Campo Di Fiori.
