Go to www.bundestag.de and click on "Information Counter" and then "Visit Us". This area of the web-site gives info on how to "pre book" a guided tour. I did this last fall and it was excellent. No lines....you go to a side entrance away from the crowds and spent over an hour with an english guide. There were only 15 in our group and it was free.

Sorry annhig, I went as part of a group so I don't know how the booking was made. But I'd assume you just phone the restaurant, as with any other restaurant.

Kimberwood's advice is very accurate. I try to eat at Bocca every time I visit Berlin and have never been disappointed. It's alaways full of Italians which is a good sign. On the minus side regarding restaurants, do avoid Margaux. It's incredibly overpriced (dinner for two easily over 200 euros), amazingly pretentious and has all the charm of a Victorian raiway station waiting room; monumental, yet funereal Which is appropriate as it's in keeping with the food.
