I'm not sure that this is the fault of the rental company. I believe that it is a local option imposed by the municipality.

We rented from Hertz across from the train station in Caen --BMW with GPS. Worked just fine and made life driving in that area a walk in the park. Good luck. Gradyghost

Whoever imposes the fee it was Europcar who collected it... I complained and have received a refund.
