Yes. When you're traveling it's not like at home, you could end up being outside even in bad weather for a good part of your day. If not waterproof then at least take two pair so you can dry one out while wearing the others.

Maybe you don't need to buy something special, just make sure your shoes are not leaking :)

There's no reason to wear rubber boots. If you have sturdy walking shoes that have been waterproofed with that spray stuff that should be enough - unless you plan on standing around in puddles. But - you MUST have 2 pair - since any will get damp and be uncomfortable the next day.

one pair of shoes and one pair of boots might be a good idea. I wore boots in Paris in mid March.
