I've seen this in a book called "The Notebooks of Lazarus Long", by Robert Heinlein. It was a book of quotes, supposedly by the main character of many of his scifi books, Lazarus Long.

Some others by him (the character lives about the year 4000AD):

A rational anarchist believes that concepts, such as 'state' and 'society' and 'government' have no existence save as physically exemplified in the acts of self-responsible individuals. What are the marks of a sick culture? It is a bad sign when the people of a country stop identifying themselves with the county and start identifying with a group. A racial group. Or a religion. Or a language. Anything, as long as it isn't the whole population.
