Portugal car rental - couple of questions
 
We are renting a car in Lisbon, sightseeing in Portugal then NW Spain and returning the car in Porto. Couple of questions:
1.) Is it typical for the car to have the emergency breakdown kit (including flares) that is required for Spain?
2.) Our rental return location in Porto is Rua Antonio Bessa Leite 1478 (Europcar) - is it easy to get a cab from here?

By law, yes the car has to have the emergency breakdown kit.

You shouldn't have any problem getting a taxi. The office is located just of the main avenue, AV da Boavista. If there isn't one at a nearby taxi stand, then Europcar can call one for you.

RE breakdown kits:::The above answer does not give you a real answer to your questions
1) Flares are not required in Europe. So expect the following in your car. A warning triangle plus reflective jackets for everyone one inside the car. In practice you should get at least one.
In Spain ideally you should have 2 triangles, but it is not necessary for non Spanish cars. These should be put out when you have broken down in an accident and you should use the hazard lights too. Jackets must be worn when exiting a car after a breakdown or an accident. So the Jackets must be stored inside the car where they can be put on before leaving the car. Fines are heavy if the laws are not complied with.

Lets hope you don't have either. Also one other piece of info. when a wittiness to an accident you are meant to stop.
