Www.whichbudget.com IS Good, but They Left Out www.Europebyair!
I just thought I'd remind folks that as very helpful as www.whichbudget.com ("WB" is in advising which airlines fly in or out of where you'd like to go, that they give absolutely no mention to www.europebyair.com ("EBA"! This is probably because EBA apportions out their flight passes to many separate airlines too numerable to mention.
I relied on WB too much and just about gave up on my Venice-Prague, Prague-Brussels route until I discovered EBA. My gawd, I can even do Venice-ATHENS, ATHENS-Brussels on them! Plus, they have a toll-free number here in the US (it's in New Mexico), and are reasonably liberal with flight changes. All their flights are $99 or less (excluding airport charges of from $5-$20 per their website).
In any event, if you're not finding any good connecting flights due to this glitch on WB, please do not shortchange yourself and forget to check out EBA's web page -- they seem to have the answer to most travel needs. Sorry WB!

I've had some communications back and forth with the site owner of Which Budget. He's got a very specific plan for the content he carries, which is a directory of low cost airlines.
Intrepid is right. While Europe By Air is a good deal (not always the best though), it's not an airline. It's more a marketing program involving a number of airlines, as I recall. Not within the scope, I wouldn't think, of what Which Budget is trying to do.
