We were in both at two different times. Both have an Italian influence and signs posted in both languages. Rovinj, I thought is more picturesque. We stayed in Piran, 1 night and stayed for almost a week in Rovinj. They both have excellent seafood restaurants. Rovinj was a better town to walk around. Piran is more touristed during the summer and early fall by families, especially English. In some ways Piran was less commerial and we found a really nice hotel with a balcony overlooking the Adriatic, very nice. Did not find comprable in Rovinj. Only reason we left after 1 night was we had reservations in Venice. It's almost a tossup, but I think so many tourists going to Rovinj, I would joint that crowd. Enjoy your trip, whicever you decide.
