Can you buy this type of phone card in Paris. I'm thinking of the prepaid type where you ring the equivalent of 1800 or 800 number, and enter the scratched off pin number on the card?

Yes. They're called telecartes. You can buy one at any tabac (tobacco/newsstand).

Yes, and the one you should get is called "Sparkle" (that makes me smile, because of the way the operator would say that word in English). They're actually quite good, and for 10Euro I was able to get in quite a bit of talk time all over Paris, Brussels Italy and a couple of calls to the States before I had to buy another. You can buy these at the AMEX office right by Opera Garnier, if you happen to be going to AMEX to get money, or to get tourist information, etc., although as mentioned, they are sold at the tabacs as well.
