I usually stay in hotels like the one JucyC described, but when I was in Perugia I happened to stay in something just the opposite - The Etruscan Chocotel. It's a modern business type hotel - elevators, air-conditioning, larage rooms. I chose it for the pool and AC since I was there in July with kids (who actually choose one day to stay at the hotel and hang out at the pool while my husband and I went to Cortona. It was great, everyone was happy and we got a much needed break from each other). It had the added advantage of the best breakfast buffet of just about any place I've ever stayed (the fact that there was plenty of chocolate for breakfast helped!). Plenty of free parking. Near the highway for easy access to day trips to other towns.
Drawback is that it's not IN the old town, you have to drive about 10 minutes and park in the large underground garage. But even that wasn't much of a drawback since after you park, you walk through a very interesting undergournd ruined city on your way to the "outside" - the actual old town.
