Yes there are pay phones all over. Many recommend getting a cell phone - but depending on what you need it for, a calling card will be VERY economical. I usually get a calling card after I'm in London.

If you need to receive calls - then of course a card won't work. But just for calls back home and local calls to book theatre tix or phone hotels or something - then an inexpensive calling card is all you'd need.

I remember there being many pay phones in London, but because I did not have to use them, I don't remember seeing many in Ireland (perhaps because they were not painted red???) I don't know much about cell phones in either place - but either way, I don't think you will have a problem depends on price I suppose.
