I believe you are confusing EU with the Schengen agreement.
Not all members of EU are part of the Schengen agreeement and not all participating ountries in the Schengen agreement are part of the EU.
There are no border controls between the countries that sign the Schehgen agreement. It has nothing to do with EU. The 15 countries are:
Austria, Belgium, Denmark, Finland, France, Germany, Iceland, Italy, Greece, Luxembourg, Netherlands, Norway, Portugal, Spain and Sweden. All these countries except Norway and Iceland are European Union members.
And finally, all the countries that signed the agrement reserved the right to suspend the free border crossings at any time without warning. I believe France is doing passport checks on their borders with Spain at the moment.
So, to answer your question, there are still passport and cutoms controls between many of the EU countries.
