Sorry - a "dryer" that takes 3 to 4 hours to dry a towel is not "working".

Not that this is an issue for me personally, since I don't do laundry on vacation - but telling an American they work is raising false expectations.

We recently stayed at the Citadines Bastille-Marais, on Richard Lenoir Blvd. And we really enjoyed our stay there. Nothing fancy, simply furnished, but clean, well equipped, and affordable for Paris. Studio and 1 bedroom apartments but it's a hotel with a front desk, lobby, etc. No washer and dryer in our 1 br apt but there was a laundry room for guests (we didn't use it) and a clothes line in the bath.
Our bedroom had two twin beds and in the living room, a pullout sleeper sofa that was surprisingly comfortable. Kitchenette with fridge, stovetop, microwave, kettle, dishes, etc.
Our rate in March was around 1800 USD for the week.
I liked the area, as well, in between the Marais and the Bastille/Oberkampf (think that's the name of it) neighborhoods.
I'd stay there again.
There are other Citadines aparthotels in Paris and a few more central to sights... but I cannot say what they are like. The one in St Germain gets good reviews on tripadvisor though.
