I have to say Paris. While I love Rome, I love Paris more. We try to go to Paris once a year and Rome every three or four years. In fact, I prefer Venice and Florence to Rome as they are much more manageable and easier to see, especially in 4 days. You will have a much better chance of getting to know the city if you visit Paris. Save Rome for a time when you can stay longer and include other parts of Italy.
