The Paris tourist office site (www.parisinfo.com) says that carnets can be purchased at "some tobacconists." However, I can't verify if that statement is up to date.

Not too many metro trips makes a Carte Orange viable. www.ratp.fr
You can also buy carnets at CDG Airport's RER/TGV stations. As you can buy them at many SNCF train stations in France.

It seems to me to be correct. Not all, but some. Those that sell have a rather big and well visible sign that says something like "RATP, Metro, Bus". If a shop does not have that sign, probably it does not sell those plastic packaged carnets. Some cafe/bar have a counter to sell cigarettes, postage stamps and pmu. They often sell carnet too.
