Air conditioning is as much about lowering humidity as it is about the heat. Whereas some people seem to feel air conditioning is some sort of "luxury" we oddly never seem to hear them complaining about having "too much heat" in the Winter or that heating in the colder months is a "luxury."

Actually, you'd be fairly likely to hear me complaining about too much heat in the winter. I can't stand overheated places any more than I can freezing AC. In general, I think Americans pamper themelves with too much AC in summer and too much heat in winter.
Until the temperature goes down to about 20 degrees F, I usually have a bedroom window cracked open. I like the fresh air and would rather have lots of blankets and a semi-cold room than a hot room and no blankets.

We liked the Hotel des jardins du luxembourg in the 6th. It's a sweet little hotel. I would guess they do have AC but you should ask. Our room was $135/euros which should bring you in under the $200 US mark.
