I was there in June, and yes, it is heavenly. The time of year you're traveling will decide, in large part, how spectacular it is.
Getting there is very easy, without a tour. Go to the Gare St. Lazare, get round trip train ticket to Vernon, take either a taxi or shuttle bus to go the 4 miles to Giverny.

The buses meet the trains coming from Paris. Go to www.giverny.org to see what is blooming. It seems to me it opens April 1.

Giverny, which was restored with American money, has a web site that explains the detials of transportation arrangements. Just Google "Giverny". They are as Guy18 explained and comparatively easy to follow.

You don't need to do a tour. And you can even walk there and/or back, it's only about 45 minutes to an hour (4km, I think, not 4 miles).
