I get the living part but smarter than who?

"smarter living" is a category? Interesting!!

Who is doing the encompassing that needs helping? Can't he do it by himself? And why would a budget need to be encompassed anyway? I can see using a compass, it's travel after all, but I think this may be different. Also, if the Insider is inside, and encompassing is of course done from the outside, isn't this putting the horse in front of the cart, except from the outside? Please explain.

As for the smarter living reporter, I think there is a misinterpretation, as the operative word is "living" and the Insider may have been using non-living reporters, although it is unclear if it means dead or merely undead reporters. Now they may want a living reporter instead. Inquiring minds want to know. Or not.
