One-way car rentals within France - any reasonable drop-off fees?

There is a lot of confusing information on this thread, mainly because the bulk of it is a year old and secondly there have been changes in the way rental companies are doing business.
The most costly change has been to the one way fee. At one time, few companies imposed one way fees within France. Now, you will find them regularly at Hertz, Avis, and occasionally at Europcar. To my knowledge, Citer, Sixt, or most other companies do not charge a one way fee.
There will always be a location surcharge (for pickup at a train station or airport), road tax, environmental fee (for automatics), under age 25 fee, and most often an additional driver fee. Some rental quotes include these costs, some will not. These are questions you should ask before renting a car.

Used Auto Europe as, we have for years, in Italy last October. They reserved through Hertz and there was no drop- off fee. Year before in Scandinavia, pick-up in Copenhagen, drop off in Stockholm and no drop-off fee.
