I will say that jeans DO dry faily quickly in a dry climate. I've been hanging my own jeans to dry, to prevent shrinkage in the dryer. I live in Texas and it has been VERY hot and dry here. My upstairs thermostat is set to 79 degrees. My jeans take about 16 hours to dry - depending on the pockets. I've had knits that take a lot longer to air dry than that. (Of course, it's a huge function of the humidity level. In Costa Rica, tiny thin swim suits did not dry after 48 hours!)

Jeans and sneakers are fine for touring around in the daytime. Heels are fine for evenings if you aren't walking far to have dinner. I think October's a bit late weather wise for cropped pants.

Jeans and sneakers were everywhere - funky little Pumas, you know, European looking sneakers.
If you wear heels on a regular basis and are used to walking around in them on uneven terrain, then you'll be fine in Italy. I wore 3 in. minimum out to dinner every night while there. I wear them to work, and am used to walking on cobbles/bricks every day. If you're not, wear them and take a cab.
