Misleading title. It's "a" playground in Tuszyn (population 7,201).

But yeah, it is pretty ridiculous. Just goes to show you that the U.S. doesn't have the sole claim to crazy conservatives.

When they say he's "only dressed from the waist up", they're obviously talking about the Disney Pooh. The superior A.A. Milne Pooh isn't clothed at all, and he doesn't have that idiotic grin on his face.
