Our family has been to Rome twice in that time frame. 1st time 12/13-12/29/02. That trip we took a daytrip to Pompeii with a private guide through initaly.com. We chose the 26th since it was a holiday and many things were closed in Rome. It was a great day. One of the best things we've ever done in Italy.
2nd time to Rome, 12/31-1/6/2006 (this past New Yrs). New Yrs eve was quite fun. Lots of outdoor activities on the 31st. Many of the restaurants had 'set menu' meals on the 31st and a few places we were interested in were closed. We made dinner reservations about 3 wks in advance. All toursist sights appeared to be open. However on New Years day most sights and shops were closed but is was easy to find an open restaurant. Besides Jan 1st, we didn't experience closures on any other day. Keep in mind, the day of the week can also determine closures. If you are up to it, (and it's open) a daytrip to Pomepii might be a good option for New Yrs day.
Another thing, Jan 6th (the Epiphany) is an important Italian holiday. That was our departure day, but we were told most things would be closed. With that in mind, the 6th would be a good day for a trip to Pompeii too. FYI, we found Rome to be very busy and bustling with Italians on vacation during the week between Christmas and the Epiphany. Piazza Navona with it's Christmas fair was PACKED!
