I'm used to a range of temperatures...from close to 0 in winter to close to 100 (F) in summer. I fail to see how what I am used to is relevant. I want to know if a person will be comfortable with a light jacket or if it will be cool enough for something heaver.

April is unreliable and unpredictable. If your light jacket is a rain- and windproof one (essential!!!!) and if you bring at least one warm sweater/fleece that can be worn underneath, you'll survive, I suppose.
It does matter what you are used to. At a temperature of 18°C, somebody from Northern Norway will probably run around in a T-Shirt while somebody from Brasil will want a winter coat.

If the weather follows normal patterns (which I acknowledge is highly unpredictable), you should be ok during the day without a jacket. Though it may get a little chilly toward the evenings--you might appreciate a light jacket or a raincoat. Probably not necessary to bring bulky winter coat or heavy wool coat lining.

I always take a set of 'Cuddl-duds' faux-silk long underwear. Very lightweight, keeps in bodyheat. Being from Florida, temp in the 40-50*F is cold to me. Also, a nice hat/cap helps a lot to retain heat.
