Guenmai has two great threads here: Paris Hotels Left Bank and Paris Hotels Right Bank. I am topping them for you as I don't know how to add them to this reply.

Left Bank and Right Bank is a bit broad of a description, that's basically all of Paris! It is better to narrow down a location, like the OP did.
Close to Rue du Bac, at the Seine, is a good basic hotel I know, but they only have fans. It is very reasonably priced. If $400 is for all 3 nights, you won't have much choices, that's not too much. Or is it per night?

I imagine the $400 is for the three nights, which is going to be pretty difficult for a place with AC. That's only $130 a night which is now around 90 euro or so. Not many 2* hotels have AC, although most 3* hotels do, but that rate won't get you a 3* in central Paris, I don't think. Most 2* hotels cost more than that. And those areas are kind of the expensives ones, also.

For example, this is one of the nice modest 3* hotels I know near the Madeleine and it has AC, but its rooms are around 170 euro in June, I think http://www.hotelqueenmary.com

This is a real nice 2* hotel where I have stayed, I really liked it -- it has large rooms and A/C which isn't common at that level, but its doubles are still 140-150 euro (and it is not in those expensive locations, but more around Gare St Lazare) http://www.hotel-langlois.com/ But it's in the 9th and not too far to the Opera.

I think all the 2* hotels I know with AC (which aren't many) charge around 130-150 euro per room in June, which is high season, of course.

if the $400 is per night take a look at Le Grand (Hotel Intercontinental) very nice hotel and the location is right by Opera Garnier and only a few block from Place de Madeleine
